Makes sense. Is that something you did daily? How many times/week? After you have them trained like that, do they come and land on your shoulder? It is funny you mentioned the hunger angle as the only times my birds came to me willingly, they were clearly after some food. I will give that a rip next time. Just have to get myself a new birdcage and a ton of toys to put in it.

The problem with having more than 1 bird is that basically they bond with other birds and not you (similar to why they are attracted to mirrors), therefore they will never willingly bond enough so that they would really care to land on your shoulder or have anything to do with you. If you can hand-feed them, it means they trust you, but they still don't really care about human beings since there are other birds around. If you have a single bird, it's much easier to have it bond with you instead (keep it away from mirrors) and then you can have the budgies that climb up your pants, sit on your shoulder, nibble at food crumbs at the side of your mouth, etc. drink from your glass of water that I have had the pleasure of meeting before.
In fact, if you have a single male budgie, it's possible to teach them to speak because they treat human language as songs to learn when they are chicks, there was a budgie that had an intelligent vocabulary of 1000 words and he even knew about specific days and events (he would say Merry Christmas every Christmas). Keep a budgie with other budgies and they will only speak in bird talk.
I didn't really train my guys to any specific regime. Just fed them whenever I felt like I had the time to waste by leaving my hand in a cage for 5 minutes. Animals like human beings all have different personalities and there was just one guy who didn't care and was fearless since I bought him and would eat anything you put in front of him while the others were scared of human contact. I just put my hand in there with seeds and he would eventually come over and start eating and then out of instinctual feeding behavior, the other budgies would watch his example, see there was nothing to worry about and slowly come down and eat as well.
