They were bad last year but they aren't the catastrophe that they are right now.
For example, the lowest historical PP% is shared by the 98 Lightning and 01 Wild at 9.3%

The Flames are currently 8.4% Obviously a small sample size still with a little less than 3/4th's of the season to go, but the Flames have
never finished the season below 12.1% . Even last year's PP was a mediocre 17%.
You are correct in that the PK last year wasn't very good as it's not much different than it is now.
72.2% so far this season versus 75.5% last season, both lowest in franchise history.
Some shallow stats but I think this just continues to highlight how much of a black hole special team, powerplay especially has been for this team thus far this season. We can say "if we had league average", we'd be in a different place and that'd probably be true.
Problem is, this team doesn't even know how to be below league average with the man advantage.
