I don't see how you can compare the history and culture of a city/region like Paris to that of Calgary. They are hundreds of years apart in age.

The challenge is that the original developer of midfield cheaped out. so the Calgary ratepayers are askd to spend millions to fix the orignal decision to go cheap on local infrastructure....
money to fix the broken infrastructure might be better spent on a new location
