Taber chief administrative officer Greg Birch said the bylaw was drafted in part by the Taber Police Service “to provide for better and more consistent oversight, bylaw enforcement and policing of various matters,” according to town council minutes.
First, how in God's name does a town the size of Taber have its own police force? Second, why would you let them write the bylaw?

As someone who has grew up near Taber and played sport for and against there, I can say that it is a problem town. It's close enough to the boarder that there are plenty of drugs that flow through it, and with the ever increasing Mexican Mennoite population in it and surrounding towns (Grassy Lake), the drugs come even harder.
The Taber police is what it is, but it shows you how much of a problem is there when they have their own police cars along with the RCMP. Lots of good people there, but it's gone from a town that was sort of dumpy, to a full on port-a-potty of Southern Alberta.

So, if my neighbour plays his stereo really loud and I shout turn that ####ing noise down you ####! Does he get fined $150, but I get dinged for $300 for the swearing and the shouting?

The part of that bylaw that is truly problematic is the one where police can disperse groups of three or more if they have "reasonable grounds" to believe that the group may disturb the peace. That is basically racial profiling coupled with a thought crime and will get squashed by the Charter the first time anyone challenges it. The curfew probably wouldn't survive either, I would hope.
Most of the rest, as noted, already exist as bylaws in many places.
