I'd be stunned if the UCP won much in Edmonton. They likely know this. Their path to victory is through Calgary, IMO. Makes sense they'd want to do this. Not that I think it's the right thing to do, just that I understand their reasoning.

I think it's more the UCP won't do anything useful, but will keep making noise about how they hope a deal gets done and they're 'willing to help' (which would amount to stuff like 'well if CSEC doesn't want to pay more, then it seems like the city should pay more in order to get this done. Doesn't that sound fair to both sides?'), so it looks like the pro-Flames provincial government was doing their best to get a deal done, meanwhile it's the evil, anti-fun city of Calgary getting in the way of progress, not accepting the province's 'help'.

Turn out in municipal elections is historically a lot lower than other levels of government. Which is probably part of the reason the UCP tied the Transfer Payment referendum to civic elections as a quasi GOTV strategy.
I also think provinically there are lot of 10 second Tories. Who will hold their nose and vote for them for a myriad of reasons

Calgary has voted left-leaning mayors for many decades now. And compared to the time, even Klein was left of center.
