Presumably they're the electors the Republican Party nominated at their convention in August. Both parties nominate electors and then whichever candidate carries the state has their party's chosen electors cast the votes in December.

I wonder how far back this episode has set the prospects of democracy in China. Surely, they must be looking at America (and the UK) and quite rationally asking why they should want such a system. (Yes, I know there are there examples they could look at.)
