It says "will be" but then proceeds to suggest that this certainty of a (scandal plagued) Biden administration for "years to come" actually increases the uncertainty of there ever being a Biden administration at all (due to intervention of the SCOTUS). So it is an internally incoherent nonsense of a tweet. Basically, I don't think it counts as a cogent statement of human thought, let alone a concession.

If you change the opening words to, "given that the Biden administration would be..." it makes sense.

Yes, that would help. If he also eliminated the random capitalization of "courage" and "wisdom", it would probably bring that tweet up to Grade 10 literacy level.

You have to wonder how these pathetic scumbags can look their children in the eyes after participating in this madness.
