Why is it that when I see this all I can think of is that they need to have a pulpit on the roof for Sutter to deliver pre-game speeches to the gathering masses and long red banners coming down the side of the building with the Flaming C logo on them....

One thing to note about the parkade façade, on the elevation drawings, the blank wall facing 14th Avenue is designated as artwork space. When the building is complete, there will likely be a mural of some sort along the parkade wall, so it won't be a giant grey blank.

The street design matters a lot, but ultimately it boils down to location. This location is a very marginal improvement over the Saddledome.
The CP tracks, and to a lesser extent the LRT east of Macleod Tr are major barriers to connecting vibrant pockets.
Stampede and Victoria Park are actually well placed for Siege defense. Bounded on the south and east by a river, the north by CP tracks, and the west by Macleod Tr/LRT. The access points are limited, often bottlenecks, and there just isn't much organic flow.
The 17 Ave level crossing/LRT station redesign will help a bit, but the arena placement was an opportunity to really break down one of those barriers.
