I'm hoping you actually do this. When we built our house in 2012, I wish I had done a two or three story basement. Building down is much cheaper than building up, and I would have loved the extra space. You could use one whole level for a kick ass gym, with a dry sauna etc. Or a ball hockey set up or something like that. Even just a small 2nd level basement for the mechanical room would free up enough space for another bedroom on the main basement level.
I’ve done a couple of those to detached garages for the ultra wimpy rich who can’t possibly be outdoors for 1.5 seconds in 20 below and getting moisture on the bottom of their shoes.
They’d rather go downstairs, through a tunnel, put their shoes on, go back up a set of stairs and into the garage. $100 says they don’t actually use it anymore. Especially after you’re so trained going the normal way for 7 months of the year.

An underground hallway from your basement to a separate structure in the yard could be kind of cool actually.
As for the cost of Sliver's bunker, I would think cost of a a pool would be a good approximation with the digging, rebar, gunite etc.. I guess the bunker has some ventilation etc. but then a pool has circulation, heating etc. as well. Maybe $50-$60K if you're not spending much to finish it inside? Just a WAG.
But LOL if you don't think it's going to hurt resale. A whole bunch of people are going to be totally turned off and wouldn't even consider it.

But why though? It’s a generic door at the back of your basement to a concrete storage room. Most people wouldn’t even be able to spatially position it relationally to the rest of the house in their head to know it’s in the front yard.

I think hurt resale and “not getting the cost back on resale” are being used interchangeably here
I can’t see any scenario where it lowers resale from the existing resale price - unless there is a maintenance cost for it - it’s extra footage for the property (unless done poorly)
But I wouldnt expect to get the cost back in resale either unless it’s super cool

I’m going to sound like a broken record here but the only thing I would be worried about if I saw that in a house was that it was built under a permit. Which you can easily check. Even better, keep the documentation on hand in the house for if you ever sell it.
How would you power it. Assuming you're in a bunker for a solid period of time I am guessing electric infrastructure will have been affected by whatever event caused you to retreat to your bunker. Seems like a not so great idea.
Unless I guess you're just living in the bunker in mostly darkness, candles for light, blankets for heat, canned food for nutrients.
