The fact that the house is still normal is completely relevant because if you didn't want to use the bunker you could just close the door and never see it. Or use it as storage. I mean, you realize this is underground, right? It doesn't detract from the property in any way, shape or form. I'm not talking about burying a school bus here. I want a real bunker.

There's really nothing technically unfeasible about it. Just a matter of how much he wants to spend.

When people were buying, or trying to buy sea cans during the height of the pandemic and then getting ripped off or scammed, I did wonder how many of those were for some romanticized notion of a bunker

The more I think about it the more I'd hope that if he were to build a bunker and then sell his house...I wouldnt disclose it.
Maybe have a hidden entrance by the alleyway or something so you could sneak into your bunker from time to time without the new owners knowing?
And definitely have a camera over the entrance for the day they inevitably find it so you can record what would surely have to be the world's best genuine 'WT actual F??' face.

One permitting thing to consider would be you aren’t allowed structures in your front yard even on the land you own. I’m not sure how that works with your plan being below grade.
You could also make it non-habitable and less than 10 square meters to avoid permitting but because it’s underground that might not apply.
Is your goal to have a separate entrance from your house? I think an external entrance likely won’t pass building codes and given where you live if you decided to try to get a variance some NIMBY will stop you. So I think you need an under ground tunnel. But if is a bomb shelter you probably want a second egress which you would build in secret like the lost hatch.
