Because the point is to help the worst team the most. Just because the Oilers built a 5 year plan around being total garbage, doesn't mean a team that goes on a short skid should be punished for it.
This is exactly what they're doing with this change, and they could have fixed it a better way.

It might be.
The Flames might also have another halfway decent season and finish 26th or something and this could help them.

This will likely hurt all the bottom 5 teams but benefit everyone else.

It appears the NHL really doesn't want a potential generational talent going into the wrong hands. Not great for the Flames as I expect them to finish 28-30 next season barring some spectacular tank jobs by some organizations.

I kind of wish we were still in the just miss playoff range to see what the reaction would be, I'd guarantee it would be 100% opposite and everyone would like it
The current system is broken, having more open to lottery and still have the odds is good, yes it could suck considering where we are right now, but it should help negate the aspect of tanking as tanking to finish last... you could still get the 14th pick instead of 1st. It'll help the game.

The worst teams need the best picks.
i don't know why it's so difficult just to cap teams on something like only three top 4 picks every 5 seasons and preventing teams from picking 1st overall in consecutive seasons.

What happens if you cheer for them to win and they lose, but can never seem to find themselves in a good draft position because of these changes?

Not as bad as it could have been. Smoothing out the draft odds could hurt next year but so long as the multiple lotto pick part only starts in 2016 I'm cool with it. Honestly, I want to see the Flames legitimately try to take a step forward in 2016 so it could actually end up helping us.

These changes aren't going to prevent the bad teams from getting high draft picks. It's just going to remove the certainty of getting those high picks.
Right now, a team can tank for last place, and WORST case scenario, they draft 2nd overall. That's awful.
The league has to remove the certainty that finishing last gaurantees drafting #1 or #2. Let's look at the example I gave earlier in this thread:
Odds:
30th - 14%
29th - 13%
28th - 12%
27th - 11%
26th - 10%
25th - 9%
24th - 8%
23rd - 7%
22nd - 5%
21st - 4%
20th - 2%
19th - 2%
18th - 1%
17th - 1%
Lottery held for picks 1 thru 3.
At pick #4, order goes back to reverse standings.
Worst case scenario for the 30th placed team, they draft 4th overall. IMO, it's enough to deter tanking, while still giving the worst teams high picks.

I don't think there is any way the Flames would finish 28-30 if they don't change the system. There would be 4 to 6 teams making little effort to win, if not actively trying to lose. Add in 2 or 3 more teams trying to win, but not being very good (similar to Calgary) and then a couple more teams that do a massive sell off at the deadline and Calgary would finish anywhere from 5th last to 10th last I think.
Now, if this change is actually enough to eliminate, or at least drastically reduce, the incentive to tank, then I could see Calgary finishing lower. But still probably 3th last to 6th last. The Flames just aren't as bad as teams like Buffalo, Edmonton, Florida and the like.

I guarantee with this system that McDavid and Eichel will go to teams like Florida, Nashville or Carolina.

Sucks for the Flames now, but this change is about several years too late. It should have happened when the salary cap was brought in.
