His injury history should be fairly irrelevant. With these deals capped by the CBA, insurance shouldn't be balking at covering any deals. Horton may face higher premiums, but if he's gone for any length of time, it's not like the Jackets will have to a) pay him out of pocket or b) have him counting negatively against the cap.
He's also well under 35 so he can retire at any point and let them off the hook.
They overpayed, yes, but that's what teams at that stage of their development need to do to land a legitimate top 6 forward from a Stanley Cup contender.
