Not always, a smart buyer in circumstances like this would address environmental liability in the purchase contract but it seems the Bronconnier era council was not a smart buyer. Technically the Environmental Protection and Enhancement Act allows the province to go after previous owners and other responsibilities too but if the purchase included assuming the environmental liability then that would probably be challenged in court.

Correct, but the city at the time didn't listen and just bought the land outright.

Are you sure that the price paid for the land didn't include the fact that there was reclamation costs associated with it? The city might have got the land for significantly cheaper than market because they agreed to deal with the environmental. Sounds like you're speculating and really have no idea if the city was smart here or not.

Well according to that article reclamation costs could be as high as $300 million, so is the land worth $340 million? I'll let you decide.

Citation needed. It may play out that way to some degree, but the province/feds are more likely to cover the bulk since this failure was their jurisdiction.

That's not how polluter pays legislation works in Alberta though. Think Lynview Ridge, that land was sold multiple times and the liability still fell back to Imperial.

The AER excuse about Domtar not being in Alberta anymore has to be total BS.

Someone posted about a deal between the government and Domtar that is not public. Sounds super shady but would kind of explain it. Not sure how you would keep that quiet though.

Conversely, a smart vendor would want to wash their hands of any ongoing environmental liability; the purchase price would reflect the ultimate arrangement regarding environmental liability.
