I don't know anything about Sanger but this the familiar tone of classic right-wing conspiracy nonsense. It's very easy to read that quote in a number of ways besides the one which you've chosen to.

Actually, there's only one reasonable way to read the quote, and that's in context. Once you do, it's obvious she meant that she didn't want the black population to get the mistaken impression that the BCFA was surreptitiously trying to wipe them out. Which suspicion would have been somewhat more understandable in 1939, one assumes.
