There was an open request for proposal last year and the Coyotes were literally the only respondent.

I have heard this as well. But I believe they were successful in blocking previous developments this way.

Those developments were in Phoenix, no?
Phoenix doesn't have any ability to limit development in Tempe, AFAIK.

The RFP was specifically to develop the site into a mixed-use sports and entertainment district with a stadium/arena for a professional sports team.
I'm not sure how many responses they were expecting to receive.

Looking at the RFP document, this is true (I was somehow unaware of this) — although it makes you wonder why the city was so specific in its request to begin with.

Coyotes couldn't sell out a 5000 person arena, what makes you think they sell out a new barn? There were plenty of empty seats I could see in any of the home games I caught for the Coyotes this year.

Yeah I don't get that, Arizona state university with Sundog stadium is 5 minutes from the site and right next door is large technology campus with a building higher than any stadium.

I wonder if they distributed tickets to call games sellouts? Cause I watched a few on TV there where there was easily 800-1k empty seats the whole game.

I would bet there was some of that. Or corporate sponsors buying up blocks and then not even being able to give them away for free after.
Honestly though, I think Phoenix can be a good market. There is no reason why a place like Vegas, Miami, Tampa, or Nashville can thrive, but Phoenix can't. I also think a team there balances out the geography nicely, although I reckon that is a pretty superficial reason to make it work at all costs.
I just think that market has been mishandled for so long that there is an aura around the Coyotes now that makes it hard for fans to get behind. I almost wonder if it would be better to relocate that franchise somewhere, then give Arizona an expansion team in a few years when or if the new arena is built. Just give that market and fanbase a clean slate without all the baggage. If I was living there, I would probably have a hard time getting behind the team just because of all the constant negativity and uncertainty around them.
I get that there would be a lot of business stuff to work out, like relocation and expansion fees, but in theory, I think it would make sense.

The new site doesn't line up with a runway though, if you line up with the center runway the new stadium would be out your right window and about 4k from touchdown.
Can't see them winning that argument.

Mountain Standard Time, so an hour behind Calgary, same as Pacific Daylight Time.
The polls close at 8:00pm Calgary time. I don't know how long it will take for the results to start coming in.
