The elimination of risk is a better explanation then a home town discount. He paid 7 million dollars to take away the risk of injury or an off season next year and transfer that risk to the flames.
And he eliminated the risk of going to a situation where he was unhappy. I don't see it so much as a home down discount so much as him knowing he's happy here and removing any risk of jeopardizing it.

Keep in mind here we're not talking about an extra 10% or 20% helping a family afford to pay off a mortgage or something. We're talking about the difference between an extremely comfortable lifestyle for the rest of your life vs a marginally more extremely comfortable lifestyle.
That is, the risks of injury and moving to a less enjoyable situation are actually more important given the relatively small impact of excess $ on lifestyle.
