Scotland really need to re-group here. Once Croatia is splashing that ball around the 18 yard box the Scots look very vulnerable.

No it wasn't. MKD wins that game by 3-4 instead of losing it by three and they could be in the playoffs. Obviously not gonna happen, but that's not on the format.
(Also NED needed at least a point to make sure they win their group.)

Head to head is the first tiebreaker. Dutch had already clinched 1st and Macedonia last before kickoff.

Oh right, you're correct.
Still, I think that's the only one, and that's really good.
The format with only two teams moving forward in each group like in the World Cup there's usually a team in almost every group that's already out before the last game, and quite regurarly the last games are between two teams that are already both in or both out.
This is better.

Yes I agree with you. Especially since Macedonia was the special "League D" rep to get one really small country in so that was expected. And they didn't get embarrassed either.
