Thats nice, but the fact of the matter is unless you can project power to the north you can't really claim it.
The American's built their submarines to be ice pack capable as did the Russians' and the British so that they can patrol below the ice for weeks at a time. While China is working on advancing their submarine fleet they're still far behind anything that the American's can put under the ice.
I doubt that China would be able to drag their cape through the arctic any time soon.

What are you talking about? The Chinese will do as they always do
1. Copy an American submarine design
2. Build it for 1/10th the price
3. Chinese company will sell it on DealExtreme
4. Chinese Navy will buy it off DealExtreme
5. Chinese Navy will go 2 ft under water and the submarine will get soggy
6. ????
7. Profit.
