The rules seems to state that you can only sign if you played the full season in North America. Since Tkachev played some in Russia last year, he isn't eligible to be signed.

So they pretty much just showcased this kid and will not benefit in any way.

How do the Oilers miss this? You'd think they would do the due diligence with the rules and everything..

that's exactly it. For example, the Flames had no problem signing Turner Elson in 2011 although he was still draft eligible in 2012, that alone isn't an issue. It's the "has played in Europe last season" part. Just like Tomas Hyka in 2011 and Nathan Walker in 2013. With two precedents like that, it's astonishing that Oilers have managed to make this mistake.

Have to feel bad for the kid though. He was all fired up to get an NHL deal but sadly the team he signed with didn't know the rules.

At least when Feaster got caught with ROR, there were no precedent examples.

There's an example of this mistake just last season.
