can he sign an AHL deal as an 18 year old when he is signed with a CHL team and still draft eligible for 2015? The Capitals guy never played for the CHL IIRC

Why is that the issue? The Leafs signed Cody Donaghey and he is draft eligible for next year.

The rules seems to state that you can only sign if you played the full season in North America. Since Tkachev played some in Russia last year, he isn't eligible to be signed.

that's exactly it. For example, the Flames had no problem signing Turner Elson in 2011 although he was still draft eligible in 2012, that alone isn't an issue. It's the "has played in Europe last season" part. Just like Tomas Hyka in 2011 and Nathan Walker in 2013. With two precedents like that, it's astonishing that Oilers have managed to make this mistake.

At least when Feaster got caught with ROR, there were no precedent examples.
There's an example of this mistake just last season.
