Why not? Everyone deserves a second chance (is it a second?).
If he can legitimately earn a spot on the team, and still has his elite skills, a guy like that could help the team without having to give up anything. And the price is likely to be very low too.

Richards will never get back to the way he was with the Flyers but he can still be a very effective 3rd/4th line center. Not sure that's what the Flames need though. They have plenty of bottom 6 forwards.

It is a well known fact and has been brought up through the years that he isn't reliable. Any Eklund rumor posted on these forums are implied as unreliable.
No need to bring up that debate again.
He does on occasion break news once in a while. Especially if it has to do with the Flyers team or former Flyers players.

As far as his personal issues go, I absolutely agree. Everyone deserves a second chance.
If they are convinced he is clean, then I don't see the problem with a PTO. If he can't play at a high level anymore, then there is no commitment to keep him.
Not that I believe the rumour though.

Those two things are completely unrelated. Richards going to Stockton wouldn't free up a spot in Calgary for Agostino.
With Bouma close to returning, there's soon going to be even less room in Calgary.

Lol, whoosh. I just mean Agostino has been playing well as of late, so we should give him a reason to come up. Let's replace his production in Stockton with Richards so it softens the blow on the baby team. That's all.

If the Flames are looking for a faceoff man they should simply recall Derek Grant. That would make much more sense than signing an old, washed up Mike Richards who could barely stick with LA's AHL club.

Agostino
Arnold
Shore
Klimchuk
Poirier
Hamilton
Grant
Hathaway
*Granlund (if we're being objective probably will go down again once Russell or Bouma is back)
And then the rookies Carroll and Smith.
So basically what I'm saying is we don't need Richards for any role really

He's only 30, and he was almost a point per game in the AHL, which isn't great considering how good he once was, but it's far from "could barely stick in the AHL".
If he's willing to put in the work on and off ice I think he can still be an effective NHL player. Not that I believe this rumour, or think it's a good fit for the Flames.
