I'm an Occam's Razor kind of guy, so I genuinely think it was as simple as he got baited into that ridiculous offer, and once he made it and the lawyers made it clear that he had no way out, he is simply is running with it, making it up as he goes, with no discernable plan whatsoever. I don't think it's any more nefarious than that.

Probably not a coincidence that this all happened on the 1st day of a month, quarter, and potentially fiscal year. I'm assuming it's related to Twitter opting to stop paying a lot of its bills, leading to either data throttling or some of its servers getting cut off.
