I don't really know, but I can ask people that know both well. I doubt it though. Even if he didn't like Kenney, I doubt Kenney knew much about Mandel to dislike him much. Mandel was enough of a conservative to be picked by Prentice as a Health Minister.

A lot of people here have seen a lot of these people losing their jobs for years now. Those comments are still dickish, but there's been thousands upon thousands dealing with what your friend is dealing with and a lot of the same flippancy came their way too.
