California isn't a swing state and reliably votes Democrat 2:1.

from the advanced vote and trends, they know right away. Biden won California something like 70-30.

Some states are stupidly obvious which way they lean. It's not exactly a stretch to call some of them right off the bat.

The same way we did for Kentucky and West Virginia: analytical models showing with a 99.9% certainty that the state was going blue that are borne out by the initial dump of votes.
This is not new. They do this every election.

some states aren't allowed to start counting mail-in votes until the polls are closed.

Same in illinois, called the moment the polls closed.

Percentage of vote for a candidate cast so far along with number of votes remaining. Plus, some places are highly predictable based on polling and historical voting patterns. It's the same reason they called Kentucky within minutes of their polls closing.

I’m not a decision desk, but I suppose I think Nevada is on the verge of being callable at this point. Two-thirds of the state’s population is in Clark County and Biden is gaining big in Clark County! Not sure I see the route for a Trump comeback.

Nevada going fast now. Now the % we hoped but 50/50 the rest of the way is good enough at this point.
The most recent Nevada batch of 12,000 resulted in a net of 300 for Biden (51%). Biden's lead increased to 11,800 with an estimated 170,000 to go.

Its just that California's % is easy to project. They are actually only about 66% done counting in California but Biden is up 7.9million to 3.9 million.

so if Nevada is called, do FOX have the guts to call Biden as president after already calling Arizona? Might be interesting.

The result of California was never in doubt. Like Alabama for example, it's not a swing state. Biden was always going to win huge there. For states like Nevada and Georgia, it looks like they may come down to the wire, so it's taking longer to get a decisive outcome.
For Pennsylvania, Republicans in the state government passed a law stating that mail-in ballots (which will heavily favour Biden) could not be counted until after all the e-day ballots had been counted. The only reason for this restriction was to create confusion about the result and allow Trump to claim to his supporters that Democrats are "stealing the election" via voter fraud.

You pretty much don't even have to wait for election night to call CA for a Democrat, at least since the 90s/Clinton. That's not to say they shouldn't be counted or something nefarious is going on, it's just how it has trended since the 90s.
