Bouma could be given an offer sheet by the Kings, but he still remains Flames property and they can match that offer.
The rejection of the qualifying offer just means they don't accept the first Flames offer. They still remain RFA's tied to the Flames and Flames will have final say if they are moved to another team.
Usually it's a money thing. Reject the first offer, negotiate more with the Flames and then sign a deal a little later. If they can't work something out, then you could see the Flames trade them much like how we acquired Corban Knight last year.

The Flames still retain Bouma's rights if he doesn't accept the QO.
Only way for another team to sign him is to offer sheet him and no GM is going to offer sheet Lance fricking Bouma.

RFA until they are 27 or we trade their rights.
If they don't sign with a team by December 1st, they will not play in the NHL this year.
Arbitration deadline has passed. They will have to negotiate with the Flames and come to an agreement. Or ask for a trade.

Too late to file for arbitration, even if they had arbitration rights.
Only options are
1. Sign with the Flames.
2. Sign an offer sheet with another NHL team which the Flames have the option to match.
3. Go play in Europe.

I believe all teams have at least have one player who did not sign. Some up to 5 players.

He's a very good depth player plus the Flames have a few prospects on center and left wing.

2. The Flames have plenty of cap space to match any reasonable deal for Bouma.

this is what teams have to give up if the Flames decide not to match an offer sheet for Bouma
even in giving up a 3rd round pick you are arguably overpaying Bouma for his services. Flames still probably match on principle.
Flames probably start thinking about not matching in the 2nd round pick range, but what GM is going to give up a 2nd for an overpaid Bouma?
any NHL team signing Bouma to an offer sheet is an exercise in futility

Where exactly does Bouma fit in that line-up?
The Kings have 1.5 million in cap space this year and RFAs due raises next year.
How do they come close to making an offer the Flames don't match in 5 seconds?
