The roads were paved and completed when we left days later. As a longtime Calgarian this was totally foreign to me. For whatever reason Calgary staggers all their projects and leaves roads unpaved or curbs ready for cement for a couple of weeks of protruding manholes, bumpy transitions (nearly always poorly done), cones, etc. I'm sure they have an explanation but the reality is that it can be done much, much faster with lessoning the inconveniences on commuters.

Ya, but I don't get why it ends up like this. Why don't they have a "curb repair crew" that makes a day by day plan for an area, go in, tear it up, crib it, pour it, and move on to the next one? Why send the tear up crew around to 100 different places when everything else is way behind? This just doesn't seem all that complicated, so perhaps there is a good reason, but I can't think of one.
