Why would any sane GM handcuff himself with an unnecessary self-imposed cap?

If the sticking point is $6.75, it's not because of Gio. The whole management group should be fired if that's the reason their holding out. I bet Gio himself would flip them the bird for losing their best player over such a ridiculous reason.

If Giordano was the best player on the team, a $6.75M cap would make sense. But he's not, at least not anymore. Brodie and Gaudreau have both passed him.
