I don't disagree with you that consistency should be the goal. There's a subset of people (mostly on Twitter, usually Oilers or leaf fans) that want really stupid things:
-no discretion just call everything. If you wanted, you could break any game down and I'll find at least 10 extra penalties by the letter of the law.
-more scoring on powerplays by not allowing icings on powerplays, etc
All of this stuff is really stupid.
As for consistency, that's really tough because whoever is the arbiter of that will be deemed inconsistent. At the end of the day these are judgment calls and always will be. If you go off ice you'll eliminate some bad calls due to limited visibility or lack of ability to see a replay, but the core issue won't go away. Would you say they're consistent with goaltender inference?

The only way to come close to assuring consistency is by pocketing whistles except for the must-call penalties.
That way if you end up on the PK then at least you earned it and there's little grey area.

I agree with you it's the correct way to call a game, but I'm not sure that helps with consistency. Wherever the bar gets set, some calls will be made below that bar. It's a spectrum not a binary decision, so missed and overzealous calls will still be made

I still think one official should be off the ice. The on ice guys get carried away by the flow of play. See Draisaitl curled up - blow the whistle.

I agree a little, but look at the Makar hot last night. Called a major, they review, downgrade it to a minor, now it's a suspension. It'll solve a bit, but lead to long delays. I'm not in favor
