Not challenging is coaching scared IMO. Coaching not to lose instead of coaching to win.

Exactly. It's a 50/50 bet, and the PK is an 80-85% proposition. And the Flames are great on the PK.
Most importantly, you do it to stand up for your team Don't stand there like you aren't sure - yell at the ref and stand up for your goalie.
The players aren't going to be disappointed if you lose the challenge, they'll be disappointed if you don't support them

Maybe he likes it too much.
I know my productivity at work was minimal in December. In my case, it hasn't gotten any better in January.
