Other issue with that rule is that the penalty only counts for the team that scored the goal, would be wiped out for the other team.

If an infraction is an infraction it should be called then.

Penalty would have occurred after the goal was scored, so why should it be treated like a delayed penalty.

If the logic is that teams will abuse it, why can one team abuse it and the other team can't.

IMO the rule is just inconsistent and doesn't make sense. Sure make a rule for any type of misconduct or major it still counts, but a standard trip or hook shouldn't count.

No, it's treated the same as it would be if the goal had been called correctly on the ice.

If there was a delayed penalty being called before the missed goal, that wouldn't apply, just like if you score when the other team has a delayed penalty coming. If Winnipeg had taken a penalty at the end of the play (after the missed goal was scored) instead of Anaheim, it still would have been applied.
