If you cancel out the penalty, what about different situations.
IE: double minors, intent to injure, 10 minute or game misconducts?

Then be the second person to ever take off his skate and try to stab somebody with it.

You can't allow that as a precedent, otherwise if some players know that time is going to get rolled back they could take some extreme liberties on the ice with cheap shots. Your actions on the ice have consequences regardless if it's in "non-existent" time or not

Goals are hockey plays. All hockey plays that happen after a stoppage was supposed to happen are called back.

Penalties are for infractions, and they stand regardless of then they are taken, even if it's between periods.
