How can teams like the Raiders and Chargers apply to move when there's an absolute mess down in Jacksonville that a not single person would care if they moved?
The Bucs have significantly worse attendance than the Jags so they should be the first team on the moving radar. But both the Jags and Bucs have extremely sweet stadium deals with their local governments so they are highly unlikely to move any time soon. And London is the most likely destination for either (or both) should they move.

I did some quick research over my lunch. The Bucs and the Jags are essentially mirror images of each other financially. You were right. That really surprises me, I would have thought Tampa would have been a way more valuable team.
The biggest surprise to me was the Raiders. They are significantly worse off than both the Jags and Bucs. The only team worth less than the Raiders is the Bills.
Chargers are a very healthy team. Allowing them to move seems rather ridiculous to me.
Chargers home games are pretty well known for basically being away games, that's not exactly a fanbase that packs 'em in. Would a new stadium fix that?
Move the Rams and Chargers, keep the Raiders in Oakland.

Chargers average 67K with 94% occupancy. About middle of the pack in the NFL. Not bad at all.

Jacksonville was a mistake from the start. However, prolonged losing in markets like Tampa Bay and Oakland don't help attendance.
It does look like the league is setting up the Jags for a possible relocation to London down the road. The NFL has them playing one game a year in London for the remainder of the agreement.
It's worth remembering though that San Diego (like Tampa and Miami and Jacksonville) is a city with a lot of people who moved there and aren't born natives. Plus those are cities that have pretty much great weather year round, so cheap entertainment options aplenty means sports don't matter as much as say Minneapolis where nothing is going on now except cold.

I didn't say they don't sell tickets, those tickets go to opposing fans more than other places. It's a cheap flight and trip in the states.
What does it matter where the fans are from if the seats are being sold? There's about 10-12 teams doing significantly worse than the Chargers from a business perspective. It's pretty ridiculous how they are going to let these guys move because they've backed the NFL behind closed doors on every single controversial decision over the past few years in anticipation of a potential move.
Financially speaking, the Buffalo Bills are the worst franchise in the league. The NFL would fight tooth and nail to keep these guys in Buffalo, while clearing the way for a relatively successful franchise to move on.
That article you posted is from AXS. A Los Angeles based ticket sale/resale sight. Their office is right in the Staples Center. I think they are the main ticket agent for all the LA teams ( I bought Clippers tickets directly through them). AXS crapping all over San Diego is just them pushing their agenda to get an LA based team.

Arizona as well. Anyone that has been to a Cards game in December will know that there are plenty of opposing teams fans there. Talk to some of them, you will find that many of them live in the valley.

I went to a Seahawks game. It was pretty much a home game for Seattle.
The NFL should bring in a 'no backsies' rule for the Raiders, they can't dump Oakland twice for LA, if they want to move again they have to always move somewhere different they haven't been to before.
The Chargers statement was something long the lines of 9 proposals in 14 years to 7 different mayors. Call it the Baltimore/St.Louis/Cleveland Houston tactic. The NFL leaves town to get the new stadium it wants. City loses team and builds a new stadium to attract someone elses team or get an expansion team.
The fans and attendance mean nothing. Its the stadium.
