In the CFL, it is the team's choice.
I believe that for the last couple of seasons, each team has been required to lift the local blackout on a minimum of 2 games per season. The Stamps always lift Labour Day and usually the Riders game because those games always sell out.
At one time, the Stamps' rule was that if they had sold at least 35,000 tickets by the Wednesday of the week before the game, they would lift the blackout.
