IMO you have to do both. Both of these things can be true:
1. Tre made the best out of a terrible situation (Gaudreau not re-signing, and then Tkachuk saying he would not re-sign) - in a situation with no leverage, turning Tkachuk into 115 point winger, a 2-3 veteran defensemen, a conditional first, and a B prospect, was a huge win at the time considering the circumstances.
2. GM's are graded on results, and it turns out the 115 point winger fell off a cliff and is actually a 40-60 point winger with a boat anchor contract. And this (among some other moves) turned a team that should have competed for the playoffs every year, into a lottery team.
Also worth noting that even though number 1 was considered a win from the majority of this forum & hockey pundits, Tre also architected that mess to begin with by not signing or trading both Gaudreau and Tkachuk before he lost his leverage.
