Rebiggle is what Maloney said when he stumbled through saying re-build. So if Sec214 is saying Rebiggle with nothing else it makes me think the rebuild is happening.

This scene is from when Doc arrives in the future and went to a rejuvenation clinic and does a tada after he pulls off the mask and reveals his new face and says "What do you think"

To me this screams that the rebuild is on.

I hope the rebuild is still on and Maloney didn’t overrule a deal Conroy had in place. Just use the giant pile of dinosaur to represent Don Maloney in future. It fits better.
