It is not a hard and fast rule. Sometimes it happens and sometimes it doesn't.
If the teams are close but have not finalized the deal then there would be no expectation to scratch the player. They could be talking for a week or more about the finishing touches (or the deal could collapse).
The Flames could have a final offer from one team that meets Conroy's price and are just circling back on the other buyers to confirm no one wants to go all-in to beat it.
Whatever steps are currently being taken, it does not seem that the deal was 'done' yesterday because it hasn't been announced this morning (yet).

According to a poster on HF who’s historically been connected to the OHL, he’s heard from two separate Ottawa scouts tell that is Parekh is going to be sent down after the WJC and likely traded to the 67’s.
Cant say I’m against this decision. Putting him in a system like Cameron’s will only be good for his defensive game.
