It's also specific to war on their territory, like your country is being invaded. Not just being involved in some foreign war, which is how Trump probably interpreted it. Lots of countries have some kind of war measures act that allows them to suspend elections if it is literally risking death to have them.

Nobel committee needs to reach out and see if he'll resign in exchange for renaming the award the Trump Peace Prize. As long as he's granted a full pardon for being a pedo, I think he might actually consider it.

I saw some former Russian deputy minister interviewed on BBC today.
He said the challenge of Putin and Zelensky having a bilateral meeting is that Putin currently doesn't regard Zelensky as a legitimate leader.
Because there hasn't been a recent Ukrainian election in due course.
Such election of course is postponed because of the war... which Putin instigated.
