The victims could credit-bid (ie, use their claim as a bid) but if there's anyone senior they'd have to be paid off first. Once they owned it they could do as they like. But generally US bankruptcy works on an absolute priority rule - you have to take the highest bid and all the money goes to the creditors in order. ie, first government/taxes, then secured creditors (usually banks) then unsecured creditors.
