Its amazing what a few claymore mines around the perimeter of your backyard can do to discourage bullying.
Honestly you can register a complaint with Child Services, talk to your neighbours to see if this little **** is bullying everyone else.
His parents are repugnant people, and his old man is probably some goof who wishes that he was tough and wants to live through his kid.
I'd give the old man a daily wedgie followed by a liberal dose of swirly's in a public rest room.
Then to put a cherry on top, I'd drive down the street in a golfcart with him in a headlock while you play the Canadian National anthem bongo style on his head.
Or you can invite the family over for a dinner to hash things out, and then bury them in your basement.

I think scaring the little would be the best route. Next time he does it he should go out there and shout at him. That's not against the rules. It's pretty obvious that nobody has ever screamed at him so it would be pretty scary for a four year old to be hollered at by a strange adult.
Then he can explain to these dumb people that he's raising his children differently, and teaching them that beating people up has consequences.

Don't take it out on the kid. He's only doing these things because he's got morons for parents. Instead - water pistol, vinegar, neighbour's eyes since they need toughening up.
Or you could just respond to the parents, when they claim they want to raise him to be tough, with, "So I take it I have your permission when your son gets out of line to take him to the woodshed along with my thick leather belt? Afterall, I'd only be toughening him up".

For some reason this thread reminds me of a thread from a few years ago where it was debated how many 5 year olds any one of us could take on in a fight, and various tactics that would be employed in such an altercation.

5 year old boys or girls? I don't know if i could take on more girls because they aren't as tough/violent, or boys because there isn't the stigma of hitting a girl.
I imagine I could probably do better against the girls, becasue lets be honest, if I'm fighting little kids, i'm not concerned about the social acceptablility of my actions.

If you know the names of the parents of the offending children an annonymous call to Revenue Canada suggesting a full audit for the last 7 years because you know they have admitted to cheating on their taxes may be in order.

I agree about the parents.
Chances are when that kid gets older he will pick on the worng kid and end up getting a major tune up. At least that's what i gave the kid who bullied me in grade 9. I asked him if he was thirsty for me, he said yes, and down he went AGAIN!
