I think he was inferring Israel and the US are the AXIS powers.
If any did, it would probably be the surrounding Arab countries that consider Iran a threat. They might hate Israel and support Palestinians, but they don't necessarily see Israel as a threat in the same way Iran is. It wasn't that long ago that Saudi Arabia declared Iran to be a worse terrorist country and despite attempts to improve relations and their denouncement of the recent attacks by Israel, Saudi Arabia and Iran proxy conflicts are still continuing. Practically every Arab country in the Middle East has at least one Iranian supported group considered a terrorist organization.

Is going to war without the approval of Congress an impeachable offence?
Technically, they only need congressional approval to commit troops to combat. To steal Putin's phrase, special military operations can be directed through the broad presidential powers.
Libya and the raid to kill Bin Laden (Obama), the initial attacks after 9-11 (George W. Bush), Kosovo, Haiti, Iraq (Clinton), Panama (George H.W. Bush), Grenada, Lebanon, and Libya (Reagan), the failed mission to rescue the Iran hostages (Carter) and the Mayaguez incident (Ford), were all conducted without congressional approval or the need for it (apparently).
