I feel your pain. I bought a car for cash last December and had to hit three different banks in order to get enough money for the purchase. Granted, they let me take out $3,000 at each branch but still rather annoying.

I swear they road block any attempt to take money out of the institution. How TD roadblocked every attempt to move my dads estate elsewhere for 9 months until I relented to talk to a "financial advisor" who sucked ass and appeared to have a high school diploma. So greasy. I'm still on some list where random TD financial advisors phone to talk about my financial planning.

Banks are atrocious for that, but they're not the only ones. When my mom passed away, I was trying to cancel her cell phone. They were giving me the run around, and it's like "yeah...she died, and we have no need for the plan any longer". They were relentless, though, and kept trying to find a workaround that would mean we would keep the line. It's appalling that they have people so focused on retention that they can't just handle the most straightforward task and let people get on with their lives.

Canada is well along the road to being a cashless society. Along with the Nordics, we lead the world in digital transactions. The banks want a cashless society (cash is insecure and generates no service fees), government wants it (the underground economy runs on cash), and most of the public are happy to go along with it (tap and e-transfers are more convenient than cash).
So the difficulty in withdrawing cash isn't incompetence on the part of banks. It's part of a deliberate, long-term strategy.

Funny enough, the underground economy is already somewhat cashless; a lot of it now runs on crypto.

It's not completely that they don't have the cash, it's that they started limiting cash at some branches to $1,500 per withdrawal if you just show up. If you want stacks, you just have to "order it" and it can take 3-5 business days.
I've also run into the same thing before when I went to a bank to get some foreign currency. My wife was with me so we did half from my account, then half from hers. I don't remember the limit. I want to say we wanted $500 USD and this specific branch rarely deals with foreign cash, so would only do $300 USD max if I had not previously called the branch to order it.
The slightly funny thing is, you can sorta bypass the cash limit at a branch by going the ATM, then the teller. I believe you can do the same thing by going to multiple branches (unless they've changed the rules).
So it's not completely that you cannot get cash you need if you just show up one day. You just cannot get stacks of cash from a single branch if you just show up out of the blue. You need to let a branch know and give them a few days to accumulate it.

Yeah, but then you have limits on how much you can withdraw or spend with a debit card as well. I understand that there are needs for some limits on things, and it's for their protection. But it's also a situation where the limits for these things have been static for years. I think my debit card is still $1000 a day, which made sense years ago, but you can spend $1000 pretty easily these days.

I mean, I also assume it's for other reasons as well. The amount of complaints for not having the ability to withdraw cash may be significantly less than successful prevention of a senior having their bank account emptied by a scammer/bad agent within 48 hours.

Could be. Your cert chain on your work desktop/laptop will probably have a corporate cert inserted into it so that your work can decrypt all your secure traffic.
But most likely it's money.

They stall and bull#### you for months. Mom didn’t have access to all of her money for almost a year after Dad died. ####ing ghouls. TD especially can rot in hell. I’ll never do business with them.

When my mother passed 3 years ago I had zero problems getting her money from the bank. Had a visit with her Finacial advisor at the Royal Bank and got all of her investments cashed in. It was a quick and seamless process.
