These are still very vague generalities on what would be accomplished and whether the expenditure of resources and money warrant it.
Is it cool to send a human to and from Mars? Yes. But I still don’t see a compelling reason with all of the advances we’ve made that a robotic telepresence there can’t accomplish in the same way. What does a human form bring to the table?

I think one day if you were going to construct something on Mars, you might need boots on the ground. But that is a long time away if it ever even makes sense to do that. You would probably want to send all the materials there first before sending people.

Mars is a dead planet, it's long lost it's magnetic field so it will never be terraformed because radiation will strip any kind of atmosphere you could try to bring it.
