I’m still holding out hope he ends up a flame at some point. Maybe if the flames go through this rebuild/retool and 3-4 years from now, they are entering their window and trade picks/prospects for Tij after he has a had a few years to develop. Of course, that’s assuming Utah doesn’t successfully rebuild around the same time and is still perpetually rebuilding.

As for last year, from the comments, Flames tried hard to trade up to take Demidov, but MTL wouldn't budge. They then tried hard to trade up to take Tij, but Utah wouldn't budge. They were expecting and wanted Catton, but he got taken (surprisingly) the pick before, so they took the next guy on their list - Parekh, which looks like we lucked out again.
I'm not sure if this means that Catton was clearly above Parekh or not, but due to positional need, they were prepared to take Catton.
Note - this isn't insider information. It's just what I deduced from all the interviews and reactions I watched multiple times after the draft.

I got it from Steinberg around the 2016 draft that it was always Tkachuk.

Tij actually had a very good outing in his first year at center. He had a season ending injury early on, but was on a tear up until then.
Edit: 14G, 32P in 21GP
Edit: Also was 51% on 218 faceoffs in those 21 games

Outside of Celebrini, there is a combined 35games played by the entire draft class. A redraft will change every single year for the next 5 years - I have no idea why you or anyone else is declaring "victory" from a draft that isn't even a year old.

I’m not saying Tij is a bad prospect or anything. I would have been pumped if he ended up on the Flames but I’m taking Parekh over him everyday because of how well Parekh performed. I’m not sure some fans could accept if Tij ended up closer to a Kirby Dach than his dad.

No one is declaring a victory. You're correct- a redraft will change on an annual basis until it settles out 5-7 years from now.
For now, my opinion is Parekh is ahead. Based on new evidence a year from now, I may change my opinion. Not so difficult. Waiting 5-7 years from now to form an opinion is an long, long time. Where's the fun in that? Should I only opine on drafts from 2018-2019 at the latest based on your logic?

I think he needed to be under contract (even if it slid) by a certain point in the season.

He can join them on an ATO (for example, Lipinski went to the Wranglers on an ATO last season after the Giants were eliminated).
It's kind of complicated: - An unsigned player (drafted or not) can go to the AHL on a try-out deal after his junior season is done (this also applies to players who a sign a contract that starts the next season, e.g., Carter King).
- A player who was unsigned at the trade deadline who subsequently signed a contract for the current season cannot be sent to the AHL for the playoffs (e.g., Suniev).
- A player who was signed prior to the trade deadline but wasn't in the NHL at the trade deadline can be sent from the NHL to the AHL (e.g., Parekh).
