Chicago, San Jose, and Nashville are by far the 3 worst teams in the league this year and the Western teams have gotten a little fat on those teams again this year (Flames are 9-1-0 against those 3 teams for example).

Much more parity in the East where the worst team in the East right now is actually Boston(!) with a .463 point percentage.

When you look at the conferences as a whole - they are almost exactly equal. The west has more decent to good teams to make up for its 3 terrible teams.

I'm convinced that's exactly what they do for goal reviews. Situation room flips, in-game officials call. If they're right, the call on the ice stands. If not, it's overturned.
