Obvious answer, because no team wants to give up a potential elite player for a bunch of magic beans.
Getting a Misa for Calgary (for example) would be worth more than all of their picks, in your opinion. I don't think that differs from other team's views as well.
And Calgary has 2 first round picks, not 3.

There is a psychological aspect to it as well. Picks are never more valuable than on draft day. If you just spent an entire season at the bottom of the standings, and you've waited all year for the payoff for that pain, no way you're then going to trade that coveted pick for a bunch of lesser picks.
In the Avs' case, it was the right decision. In other cases, the wrong one. Regardless, it's very unlikely to happen because the team holding the pick spent a lot of time and pain getting to that point.

In 2012 the Islanders offered all of their picks to Columbus for #2 OA. Columbus rejected.
Islanders end up drafting Griffin Reinhart, and Columbus ended up drafting Ryan Murray. However, Reinhart was traded to the Oilers for the pick that became Barzal. So it worked out for them. They also drafted Adam Pelech in the 3rd round that year.
In this case, the quantity of picks was more valuable. But it should be noted that the Islanders offered all of this just to move from #4 to #2 and it was still rejected.

Couple key games to finish up the season. Flames would love to have Montreal to their final game on Wednesday to leap frog the Devils coupled with the Devils losing their last 2 games against. That would move the devils pick down to 17th.
In regard to the Florida pick, we definitely want them to lose to the Lightning in their last game to keep it at 22. Them winning their last game has a potential to move it up as high as 24.
Best case scenario is the Flames:
Montreal wins and NJ loses the last 2 games and it ends at 17.
Flames win out and STL and MIN lose their last game. Flames pick to Montreal would be 20th.
Florida loses and pick stays at 22.

Montreal gets the Flames' #16.
Right now, Jersey's is 18 and Florida's is 22 and they will only change if either of them make it to the Conference Finals, or a team behind them does (and there aren't that many teams behind them).

Worth noting: If a team behind New Jersey and/or Florida makes it to the conference finals, Jersey's pick could move up to 17 and Florida's to 21 or even 20. The latter would require both conference finalists in the East to be wildcard teams.
From a draft standpoint, we should be cheering for both the Devils and Panthers to get knocked out in the first two rounds.

I've got the Devil's and Panther ousted in round 1. And that's not wishful thinking. Just happens to coincide nicely with the Flames draft picks.
I don't think I'll ever get over Trelving absolutely f***ing over the entire Monahan situation. Might end up a worse trade than the Harmonic trade. Nope, not quite, but it's close. Just hurts more as Monny is beloved.

There's an entire string of whataboutism we could play out if they kept Monahan. what the Habs get for dealing Monny to the Jets? A 1st? Nothing stopping the Flames from getting that at a later date instead of paying a 1st to move him when they did.

The Habs re-signed Monahan before they traded him for that 1st. You'd have to convince me that he would have signed with the Flames instead of walking. He was actually a UFA twice in consecutive years.

Yeah people forget Monahan did actually miss most of the last year of his contract. Montreal signed him as a UFA and then traded him the next deadline. Calgary almost certainly wouldn't have had that option.
