I think without a doubt they offer him a contract. Worst case scenario is that his play drops off and he either gets sent down or claimed. Letting him walk for nothing just doesn't seem practical to me.
Klapka was a project when he was signed and so far it is looking good. He improved every year so far, so there is no reason why we shouldn't see if that continues. Zero risk, potential decent reward.
Plus, you can tell when Huska, Conroy, and other players talk about him, he's well liked on the team.

4th line was great early when they had Kirkland. Get rid of Rooney and see how it goes.

Klapka could be a huge asset if you have him 4th line minutes but used him on PP1 as a guy that parks his giant frame in front of the net and tips pucks and cleans up garbage. I have no faith our coach has the hockey knowledge to figure that out though.

Kirkland would take Lomberg's spot. Rooney is a C. I know Kirkland is listed as a C but he's never played it here.

I have always wanted to see Klapka parks in front of the opposing net during PP and just blast from the point. If he can tip the puck in great, if not jut screen the goalie. I don't understand, why doesn't the coach just give it a try. The personnel he's using hasn't been working, why not try something new?

You have to leave the Backlund and Frost lines alone in my mind.
You could flip Sharangovich and Klapka and give it a try.

I’m talking start of year. Rooney was injured and Kirkland and Lomberg were playing very well nightly with a few different guys. Lomberg is ok with the right players. Rooney needs to go

I thought Kirkland had been centring the fourth line up to the time when he got injured.

Lomberg isn't an everyday NHL'er to me. He is a good energy guy you can put into the lineup for half or less of the games.
The 4th line needs to be reshaped, and that is on Huska as he keeps an archaic view of what a 4th line is.
Klapka has good wheels for a guy that big, and he drives to the net. Get some guys that can skate and get the puck out of our end and can keep it in the ozone and create some havoc and they can bang in some goals.
Lots of ways to create energy, getting pinned in your own end isn't one of those.
Not sure what Treliving was thinking when he signed Rooney.

Spend some money on a 4C next year. Rotate the wingers as needed

A coach does not choose what players are on his roster. Once the top three lines are put together, the fourth line can only be made up of the leftovers. The question is, out of the four or five remaining forwards, which ones you scratch and which ones you try to cobble together into some kind of working line.
Most teams' fourth lines are pretty much replacement-level garbage. Some are bad offensively, some defensively, and some are just hopeless all around, but they are all bad in some way or they would be playing higher up.

Craig Conroy signed Rooney to his current contract.
What he was probably thinking: ‘Holy smokes, we have no centres! At least Rooney knows the position, unlike a converted winger.’

It would be just as practical to spend the money to buy the Stanley Cup and avoid having to play the games.
Neither the Stanley Cup nor a #1 centre are for sale.

100% agreed.
Lomberg has decent speed and a sneakily good shot.
If the Flames can upgrade Rooney to any player that can carry the puck, that fourth line with Lomberg and Klapka would no longer be a black hole. Someone like Payton Krebs, Colton Sissons, or Jarnkrok would be ideal

Or they could have kept Schwindt a RHS that they continue to tell the world they need every chance they get.
But you gotta keep the 30 plus around.
And you can go back and listen to Huskas comment about the 4th line he has had a vision and way it should be constructed.
