Lebrun says he has been told the NHL plans on addressing the LTIR/Salary cap in the playoffs with NHLPA in CBA negotiations.

Too early to tell what the tweaks to system will look like

Holland and Nill proposed an idea in a GM meeting where payroll can be as high as you want post deadline but on gameday in the playoffs, active roster must be cap compliant. League didn't like it, thought it was too simplistic.

No guarantee they find a solution but they will try to tackle this

How about, if a player who was on LTIR on opening day is not off LTIR by trade deadline, they are ineligible for the playoffs.

Don't have to do any calculations for the playoffs, just a simple yes, or no on if someone is eligable.

Edit: Player must also appear in at least 1 game in the season before going on LTIR, this is to prevent xx player being "on the roster", but in the press box, and then going on LTIR.

don't really like it on the surface either- but can you clarify in this scheme would the same rules apply for gameday in the regular season post deadline? or just playoffs?

Something needs to be done. You have Matthew Tkachuk skating around waiting for the playoffs to start when he will be magically cleared. Kane in Edmonton that's been ready to play for months to be magically cleared for the playoffs. Teams aren't even trying hard to hide that they are circumventing the cap and the league just continues to operate like everything is totally fine.

Must have been a while ago then. He's not with any team now and I even find it hard to fathom he'd have taken that position as Oiler GM.

Maybe they shouldn’t worry so much about the playoffs and fix the circumvention issue in the regular season first.

I don’t think it’s particularly the nhlpa doing the shenanigans either; it’s the teams and specifically GMs and capologists.

I strongly endorse any measure or rule change that specifically punishes the Edmonton Oilers severely... even if such measures can be considered unfair.

I still think the easiest way to do it, is if a player is on LTIR, he has to be removed prior to the last game of the season to be eligible in the playoffs.

You're on the right track. They simply need to set a minimum number of days a player must count against the cap (injured or not) to be eligible for the playoffs.

The hard part is separating the cases where it is used improperly from the cases where it is helping the health of the players.

Like if you make a rule that players need to get off LTIR and play at least X games before the playoffs to be eligible. I can see it resulting in players with real injuries getting rushed to play before they are fully healed so that they can make the deadline.


Looking at it, I think the core problem is conflict of interest. By having the team both able to decide when a player goes on/off LTIR, and the team benefitting from it, you have created a situation where the team has an incentive to be less than honest.

A fix could be to split up the process. For example, the team can only request a player be considered for LTIR, but the players association with their own doctors are responsible for deciding if it actually qualifies to start, and when the player is healthy enough to end it. That way the team loses enough control that they cannot reliably game it, they have to be ready to react when a 3rd party ends the LTIR.

Nill's suggested plan works.

It would prevent a team from spending the LTIR allowance (for lack of a better word) on an equally priced high end player or several that equal the amount. When the playoffs start if their star player (and its always a star player on LTIR it would seem) is ready to go, anything or anyone they brought in to replace them would have to sit.

The easiest solution is to make it so your iced roster is cap compliant the whole year. It's an easy fix.

That does penalize teams that have legit injured players so it may be easier to have it that they are not eligible to play in the first round. This way a player that's legit hurt is who's probably going to miss some of the first round anyway would at least be available if they advance to the 2nd round. I don't think too many teams would be ballsy enough to have healthy top contributor sit out the first round of the playoffs.

I'm fine with the Holland/Nill idea, but would tweak it so that teams declare a cap-compliant roster for each series.

If a player is injured, they can be replaced from the non-active roster (as long as they remain cap compliant), but the injured player has to be out for a minimum number of days (say 2 weeks) from when the 'ace' joins the active roster. When the injured player returns, their replacement goes back to non-active status and remains there until either another player is injured or they're declared onto the roster in the next series..

I think Nill's solution is fine.

As long as the on ice roster is cap compliant come playoff time for the actual game then I'm not too worried about ways they can potentially gam that.
