It technically can be an has been used as a weapon of mass destruction. Russian authorities used aerosolized fentanyl derivatives during the Moscow Theater crisis to pretty much kill everyone in the theatre (militants and hostages).

If it’s any consolation the whole fentanyl as a WMD has been a thing for a long time. Not to say Trump won’t do something stupid but various states and government agencies have been pushing classifying it as a wmd since at least trumps first term. Maybe earlier.
Let’s hope they don’t use it as a pretext to invade.
