That's not how retroactive works. It doesn't alter the past, it just recompenses for it.
In other words, while Florida is being allowed to retroactively begin accruing relief from the date of Tkachuk's last NHL game played, it doesn't retroactively alter the past to mean he was "officially injured during the 4 Nations Face-Off." That would require a level of sorcery that even the NHL is incapable of producing.
Also, while there isn't an actual "season-ending injury" clause or stipulation in the CBA, there is a negotiated precident that allows for "unequivocally-documented" season-ending injuries to accrue relief from the last game played instead of the LTI assginment date.

Article 24 (International Play) allows for all "jointly-developed international project(s) or initiative(s)" to be considered, so while 24.7 explicitly references the IIHF WC, it can also be applied to the 4 Nations Face-Off -- meaning as far as the CBA is concerened, the injury occured in an NHL game.
Question: Are you sure the accrument is retroactive to his last NHL regular season game? Is it possible the accrunent is instead begining from the date of the 4NFO game in which he was injured, with the explanation being that 4NFO games are concidered NHL games? I mean he was injured in the second game of the tournament, so we're probably only talking about a difference of a few days at most anyway.
