So, this is kind of the crux of why Democrats or "the left" were screaming about the official acts ruling from SCOTUS. That is so broad that it means that it means he can issue blatantly illegal and unconstitutional acts and it's not illegal because he can do whatever he wants.
Each branch of government is supposed to act as a check and balance on the other branch and that has completely eroded. Based on the admissions of both GOP congressional reps and senators they basically don't have a role in government anymore. They just automatically okay anything Trump says because he has ultimate authority in their eyes.
The removal of birthright citizenship is destined for SCOTUS and is also destined to be undone. There's a common misconception that constitutional amendments have to be repealed and that's not really true. SCOTUS has, can, and will, strike certain language from the amendment, and the 14th is one that ultra-conservatives have been trying to get rid of since it was introduced.
Electing this madman has opened a pandoras box that we can't even imagine how bad it's going to end up. And frankly, it's not even him, he's so stupid he doesn't understand a single word of the executive order he's signing. This is the work of psychopaths like Stephen Miller and Russ Vought. The entire point is to completely an irreparably disassemble the government.

"I ask you to have mercy upon the people in our country who are scared. There are gay, lesbian, transgender children, Democratic, Republican, independent families — some who fear for their lives," the reverend said.
"The people who pick our crops and clean our office buildings, who labor in poultry farms and meatpacking plants, who wash the dishes after we eat in restaurants and work the night shifts in hospitals — they may not be citizens or have the proper documentation, but the vast majority of immigrants are not criminals," she added.
She also pointed out that migrants are workers who "pay taxes" and are "faithful members" of American churches, mosques, synagogues, and mosques.
The fact that these incredibly reasonable and empathetic words caused Trump to fly off the handle in the middle of the night says far more about him than it does the Bishop. Her words were chewing at him all day, eating away at his insecurities about himself, until finally he couldn't take it anymore.[\QUOTE]

It will be interesting if the courts uphold this philosophy. In general the power of the purse has been seen to work in both directions. It’s relatively novel to suggest the government doesn’t have to spend money on the things congress has said it’s funded.
